South Carolina Attorney General Alan Wilson announced that his office’s Vulnerable Adults and Medicaid Provider Fraud unit (VAMPF) has arrested Carla H. Finley, 73 years old, of Union, SC for Exploitation of a Vulnerable Adult and Breach of Trust with Fraudulent Intent, value $10,000 or more. Finley was booked into the Spartanburg County Detention Center on September 26, 2025. A VAMPF investigation determined that, between June 22, 2024, and August 29, 2024, Finley allegedly knowingly and willfully misused or without authorization accessed funds, assets, or Power of Attorney belonging to a vulnerable adult for personal gain. Investigators claim Finley obtained $54,817.85 through unauthorized transactions. As the victim’s Power of Attorney, Finley is accused of converting the victim’s funds and assets for her own use. The victim, classified as a vulnerable adult under South Carolina law, resided at Wesley Court Assisted Living Community in Boiling Springs, SC, during the alleged misconduct.
